I did upgrade to v1909 and problem persists. This problem did not happen in Windows 10 v1809. My computer attempts to shutdown and after about 5-10 minutes I receive the BSOD. Reconnect the battery and plug the AC adapter. Press and hold the power button for 15 seconds. Disconnected AC adapter from the laptop. Not to worry I will help you to get a resolution to resolve the issue. I understand you are facing an issue with your HP Notebook PC. Then swap over to the hp recovery tool media. Or any command prompt if i load the windows installation on repair. And had it connected to the TV via hdmi and still blue screens. I've even gone to the extreme off unplugging everything from the motherboard board also memory interchanged aswell. The windows installation media does not offer any recovery options The only settings I can change is via bios, or if I load repair my computer via a copy a separate of windows. I cannot login into safe mode, I cannot login on to the desktop, due to it keeps blue screening before the recovery has change to complete. Please understand this is a new Hdd where I'm trying to copy the hp image loaded threw hp cloud recovery on a new USB storage device. I tryed that and after 4 hours of the recovery tool being active its blue screened.(Drive Power Faliure)again. Watching your videos you attached the correct method for my laptop is to disconnect the ac power and hold the power button for 15 seconds and then reastablish the ac power. 
Hi, thanks for the response, sorry took a while reply the hp laptop i have, Has a fixed battery inside which requires taking the back panel off and manually removing.
